Atlantic City’s Mayoral Woes

Frank Gilliam is now the fourth mayor out of the last eight who have pleaded guilty to crimes before or after leaving office. Here are the previous three:

Michael J. Matthews

1982-84

Matthews, the first directly elected mayor of Atlantic City, was arrested by the FBI in 1983 for accepting a $10,000 bribe from an undercover federal agent and for accepting money from Philadelphia mob boss Nicodemo “Little Nicky” Scarfo. Matthews was recalled from office and pleaded guilty to a single count of extortion, saying, “I knew it was wrong to accept the money, but, frankly, greed got the better of me.” Matthews served more than five years in prison and died in 2014.

James L. Usry

1984-1990

Usry, the first black mayor of Atlantic City, was arrested in 1989 for taking a $6,500 bribe from a state police informant as part of an alleged influence-selling conspiracy with 14 others. Following his indictment, which Usry claimed was part of a racist plot to drive him from office, he lost his bid for a third term as mayor in 1990. Usry pleaded guilty in 1991 to a campaign-finance violation and was spared a jail term. Usry died in 2002.

Bob Levy

2006-07

Levy, a former lifeguard who served in Vietnam, was barely visible after becoming mayor in 2006, rarely attending City Council meetings or participating in other official functions. After federal officials started investigating Levy for embellishing the extent of his war service, he abruptly disappeared for two weeks and checked himself into a rehabilitation center for addiction to prescription pain medications. He resigned in 2007 and later pleaded guilty to lying about his military record to collect inflated veterans’ benefits.
