The partial collapse on Wednesday of the Children’s Hospital of Philadelphia parking garage in Grays Ferry began with a section of precast concrete roof that failed, triggering successive collapses on all seven levels of a stairway, according to city officials. Only a small portion of the garage was under construction by Wednesday. Plans called for a seven-level garage with a total floor area of 344,600 square feet that could accommodate 1,005 vehicles.
