Shelly Brown, a top aide to Senate President Pro Tempore Joe Scarnati (R., Jefferson), has used a credit card issued by Scarnati’s campaign to charge thousands of dollars in dinners and lunches — many of them billed as “staff lunches” with other government employees at restaurants near the state Capitol.

In November 2016 alone, she spent $7,207.03 at restaurants and a country club. The charges are part of a cache of expenses by Scarnati’s campaign that are not listed in public reports.
