The Victor Lofts apartment complex and a vacant building known as Radio Lofts are at the center of litigation between developer Carl Dranoff and the City of Camden. Dranoff was also the original developer behind the residential development that became 11 Cooper, but he sold his development rights before the project came to fruition. George Norcross and his business partners eventually developed the property. The Delaware River Port Authority sold Parking Lot Nine in 2016 to Liberty Property Trust, which later sold the property to an investor group that included Norcross. The L3 office complex was acquired in 2014 by Ira Lubert and Howard Needleman. A subsidiary of Cooper Health System also acquired a stake.
