Nonprofits that file for conservatorship under Act 135 are only supposed to steward a property back into productive use. But some Act 135 filers have used LLCs to buy properties at a discount, then flip them and pocket the profits. Here, Philadelphia Community Development Coalition (PCDC) president David Champagne bought properties through companies he owns or co-owns, Firestone LP and Tolo Properties LLC. Champagne says the prices don’t account for significant legal expenses and that he is proud that most of the properties are now in productive use.
